History
The activity in favour of the foundation of the Monte in Lugo began in 1541, following the lenten preaching of the Dominican Andrea da Imola. The first sign of this activity inside the town council, however, is from 1544 and the Monte was not erected before 22 April 1546. During the napoleonic occupation, the Monte was spoliated of all its assets, but already in 1798 it started its activity again. In 1860 it was associated to the local Congregazione di carità. In 1923 it became a second level Monte, upgrading to the first level only in 1957. Meanwhile, since 1939 it was administered by the Ente comunale di assistenza and in 1941 it incorporated the Monte di credito su pegno of Cotignola. In 1959 it also incorporated the Monte di credito su pegno of Massalombarda. In 1961 it changed its structure, also changing its name into Banca del Monte.

Regulatory framework
The first statutes were modified in 1647 by cardinal Stefano Donghi, Papal Legate in Ferrara.
Internal organization
The ordinary administration of the Monte was initially entrusted to twelve conservatory, who were in charge of the election of a cashier, a guardian for pawns and two accountants, who were all in charge for six months. The conservatori were reduced to four with the 1647 reform.
